Preamble of the Working Group

The circular economy is particularly relevant to the urban environment, which occupies only 2% of the Earth’s landscape but consumes around 80% of the world’s energy production and produces 75% of global CO2 emissions.

At the same time, however, it is necessary to protect human health and the environment so that hazardous substances and compounds are not returned to the next cycle, or only in limited quantities.

The philosophy of circular economy, based on the principle of 3R – Reduce, Reuse, Recover (reduce consumption, reuse, recover resources from waste).

Comprehensive impact assessment should be prioritised for all economic activities, e.g. through the use of tools,

  • roduct/technology life cycle assessment,
  • optimisation of processes within the triangle of social, economic and energy impacts should be strictly respected.

It is also very much intertwined with ESG activities

Objectives of the Group

  1. Circulation of resources must pay off. Promoting reuse, the sharing economy and repair or recycling creates new jobs and space for reinvention. Innovation must be introduced to make circular options more competitive, convenient and reliable across the supply and production chain.
  2. Cross-sectoral collaboration. Collaboration needs to be developed between industry, research, municipalities, governments and the general public to develop the circular economy. Science-based goals need to be set across the spectrum of human activity, pathways need to be found to achieve them, and these pathways need to be implemented.
  3. ecarbonisation, carbon footprint, life cycle. Over the next decades, national and sectoral decarbonisation plans must be developed and work with authorities at regional, national and local levels to promote sustainable building targets, regulations and processes.
  4. Digitising circularity. The expansion of the circular economy will benefit from the use of a transparent data base of actual material and resource flows with their modelling using state-of-the-art technologies.
  5. Lifelong learning. Encouraging information sharing and education at all levels, including lifelong learning (e.g. Third Age Universities or Scale-Up Academy corporate training), is essential to increase understanding of circular economy behaviour.
  6. Rethinking is a complex process of building bridges between stakeholders and producers with the active involvement of the general population. The potential for the future is represented by “voluntary pledges”, especially from technology leaders in the field of sustainability.
  7. Public acceptance, dissemination. The presentation of the results in a comprehensible form is crucial for public acceptance of the principles of the circular economy, as is the development of legislative measures with interdisciplinary overlap. There is a critical need to deepen the quality of the education system and to introduce new forms of mentoring.
